First, you can buy McCall's 6570, which also includes a cute little shirt as well. This cute little skirt appears to be a circle skirt with pleats. The bow is for fashion only as the pattern lists a zipper as a required notion. This pattern is marked as easy by the company and I have seen the pattern sell for as low as $0.70.
The second option is the Regal Maxi by Mimi G. This is a lovely skirt with a bow, but it is not dainty at all. This funky design, which includes inset pockets, is what I would recommend to beginners. For $11.99, you not only get the pattern and direction, you get a personal video tutor. Mimi G. will walk you through every step as you construct your garment. Considering the regular price of patterns, this is a steal for beginners!
Finally, there is the free option. Over at the Weekend Designer blog, there is a tutorial for creating a Convertible Dressing. It is a decent tutorial if you have a bit of knowledge to pair with the design. It is a skirt made of only rectangles and gathering.
